<p>HALIFAX, Nova Scotia, November 15, 2012—Leaders from more than 50 countries will gather November 16-18 at the Halifax International Security Forum to discuss pressing security issues, including the impact of the American presidential election on the rest of the world, the turmoil in Syria, the continued rise of China, energy security, cybersecurity and modern warfare.</p>
<p>Beginning Friday, November 16, Halifax will welcome Canadian Minister of National Defence Peter MacKay, a congressional delegation led by U.S. Senators John McCain (R-AZ) and Mark Udall (D-CO); Alison Redford, Premier of Alberta; Canadian Associate Minister of National Defence and Minister of State Bernard Valcourt; Canadian Minister of Public Safety Vic Toews; Jean-Paul Paloméros, Supreme Allied Commander Transformation, NATO; Abdul Rahim Wardak, Senior Defense Advisor, Afghanistan; and 300 other leaders from around the world to assess events in 2012 and look ahead to 2013.</p>
<p>“Now in its fourth year, the Halifax International Security Forum has evolved into the premier event for leaders and experts to discuss the most relevant, urgent global security issues,” said Canadian Minister of National Defence Peter MacKay. “The end of 2012 presents us with many challenges—Syria, the global economic crisis and China, to name a few—and Halifax provides the perfect atmosphere for the exchange of ideas that will inform the thinking and decisions of key leaders around the world.”</p>

<p>Washington, DC—The Halifax International Security Forum together with the Government of Canada and MEG Energy today announced the creation of a new public-private partnership, <a href="http://halifaxtheforum.org/halifax-canada-club/ ">the Halifax Canada Club</a>, to ensure that world leaders continue their work toward mutual understanding and joint action at the annual Halifax International Security Forum.</p>
<p>The Halifax Canada Club will serve as a permanent body supporting the annual Halifax International Security Forum. This new body gives the private sector an opportunity to participate alongside government in the unique and valuable discussions that take place at the Forum, and to help foster debate on leading international topics including energy security, democratic institution building, and defense relations. The Halifax Canada Club will also be extending membership invitations to other prominent Canadian and international companies and individuals who are respected leaders in their fields committed to international peace and security.</p>
<p>Every November, leaders of the world&#8217;s democracies gather in Halifax, Nova Scotia, for three days to share ideas to strengthen security and expand opportunities for their citizens. Backed by a significant investment from the Government of Canada, the Halifax International Security Forum has gained a reputation as one of the most important international conferences on issues of security and democracy.</p>
<p>The Halifax Forum takes a comprehensive approach to security that includes energy, economic, and cyber security, as well as more traditional national security threats. TIME Magazine and The Atlantic Monthly refer to the Halifax meeting as &#8220;the Davos of International Security.&#8221; Indeed, leaders from Canada, the United States, South America, Europe, the Middle East and Asia have called Halifax International Security Forum <em>the</em> place to get things done.</p>

The 2012 Halifax International Security Forum will once again bring together informed and engaged security leaders from more than 40 countries to create thought-provoking conversations and inspire meaningful action. Foreign Affairs magazine will again serve as the Media Partner at Halifax.</p>
<p>“In three short years, Halifax International Security Forum has gone from a simple idea – showcasing Canadian ideas on the world stage – to establishing itself as the gathering place to discuss global security issues,” said Canadian Minister of National Defence Peter MacKay. “Halifax is now recognized around the world as shorthand for a forum that approaches defense and security challenges in a fresh and engaging way.”</p>

<p dir="ltr"><em></em>HALIFAX, Nova Scotia—November 20, 2011—Leaders from more than 40 countries concluded three days of discussions at the Halifax International Security Forum, which brought together more than 300 decision-makers and experts to address dozens of topics on the international agenda. Participants discussed the need for greater cooperation and creativity to tackle security challenges at a time when many nations are cutting budgets for defense, diplomacy and development.</p>
<p dir="ltr">&#8220;In a time of increasingly complex threats and decreasing military budgets, democratic nations and people with democratic values must work together in innovative ways to create a more secure world,&#8221; said Peter Van Praagh, president of the Halifax International Security Forum. &#8220;International security is not only important to the decision-makers and experts who gathered here, it is important to people everywhere. Security is the foundation for building a better world—strengthening democracy, creating economic opportunity and promoting peace.&#8221;</p>
<p dir="ltr">The 2011 conference was the third gathering of leaders from the military, civilian government, business, academia, think tanks, non-governmental organizations and other sectors. <p>As the global financial crisis rages on, European leaders bicker endlessly, the Middle East seethes, China flexes its muscles, and Washington debates cutting defense spending and foreign aid budgets and withdrawing U.S. troops from Iraq and Afghanistan, politicians and publics around the world are starting to worry&#8211;with good reason&#8211;about a global leadership vacuum. Looming elections and power transitions in America, Europe, and China next year are only heightening the anxiety. Yet as every sign seems to be pointing inward, there is one strong force pushing with surprising vehemence in the opposite direction: global public opinion.</p>
<p>The conventional wisdom has it that in tough economic times like today, voters demand that governments look to their bases and pay more attention to problems at home. Indeed, according to new public opinion poll conducted in 24 countries by the Halifax International Security Forum and IPSOS, nearly 80% of citizens surveyed want their leaders to focus less on the world and more on domestic issues. The more likely those surveyed saw their economy as struggling, the less they were to agree that their country should engage with the world.</p>
<p>Yet these findings are only part of the story. Despite their worries, publics everywhere world reject isolationism in the strongest of terms. When asked whether their country should play an international role, overwhelming majorities of those surveyed (82%) said their countries should help others suffering from natural disasters or famines, support economic sanctions against states that abuse their citizens (79%), help promote democracy abroad (76%), and assist countries with less developed economies (63%).  The message is clear: voters want more, not less, global engagement.  They understand that in today’s interconnected world it is not an option to wait until the economy recovers before facing global challenges.</p>
<p>The question is who will do the engaging. Of all countries surveyed, the United States has become the most inward-looking: 90% of Americans surveyed said that, due to financial problems, Washington should focus more on problems at home. By contrast, only half of Swedes agree, compared to about two thirds of South Koreans and Germans.</p>
<p>Yet even Americans haven’t given up on the rest of the planet. Despite their concerns, three-quarters of them still say their country has a responsibility to be a moral leader and to set a global example. Majorities of Americans also agree the United States should provide humanitarian assistance, promote democracy, and assist countries with less developed economies. It turns out that Americans are only reluctant to act abroad when it comes to military intervention; on that question, just 40% said their country should do things like provide security in Afghanistan or support the rebels in Libya.</p>
<p>Meanwhile, other powers are even more internationalist. India, Japan, and South Korea showed some of the strongest support for helping other countries with natural or economic problems or for promoting democracy.  It’s worth noting that all three of these states were big recipients of foreign assistance in the past before becoming major aid donors themselves.</p>
<p>The message for Washington? Should it continue engaging with the world in smart ways, the United States will find plenty of cooperation. Among all the countries surveyed, a majority (albeit a slim one) say that U.S. influence on global affairs is positive. Even more striking is the fact that support is strongest in surging global powerhouses like India (74%) and Brazil (66%)&#8211;vastly outstripping traditional European allies such as Sweden (35%) and Germany (35%).</p>
<p>Next year will be a season of change, with elections in the United States and France, a leadership handoff in China and the return of Putin to the Russian presidency. In all these places, candidates will be tempted to pander by telling their constituents they can ignore their global responsibilities. But the publics know better&#8211;and politicians will ignore them at their peril.</p>

<p>HALIFAX, Nova Scotia—As decision-makers and experts on international security gathered in Halifax to take stock of an historic year in international affairs—and strategize about challenges ahead—a  survey of people in 24 countries found the public is most torn between a desire for greater international involvement by their countries and a need to focus more attention at home.</p>
<p>The first Halifax/Ipsos Global Snapshot survey conducted for the Halifax International Security Forum by the global research company Ipsos, found that majorities in most countries wanted their nations to support the growth of democracy in the world, help countries hit by natural disasters or famines, and assist countries with less developed economies. At the same time, 8 out of 10 polled said that difficult economic issues meant their countries should &#8220;focus less on the world and more at  home.&#8221; Ipsos surveyed 18,682 adults from 24 countries between October 7-20, 2011.</p>
<p>&#8220;Most people want their nations to be engaged citizens of the world, but economic pressures prompt  people to look inward,&#8221; said Peter Van Praagh, president of the Halifax International Security Form. &#8220;This is understandable. It’s up to informed leaders to show how international cooperation leads to greater security and helps to create economic opportunity at home. This weekend’s gathering in Halifax provides an opportunity for some 300 leaders from more than 40 countries to do just that.”</p>
<p>Leaders from the military, civilian government, business, academia and other sectors in 41 countries  are gathering in Halifax this weekend to share ideas and work together on a wide variety of issues that affect international security.</p>

<p>HALIFAX, Nova Scotia, November 17, 2011—Leaders from more than 40 countries will gather this week at the Halifax International Security Forum to discuss what’s next in “Arab Spring” nations, implications of the global financial crisis, the future of NATO, and other top issues affecting international security today. Beginning Friday, November 18, Halifax will welcome Canadian National Defence Minister Peter MacKay, U.S. Defense Secretary Leon Panetta, Israeli Defense Minster Ehud Barak, former German Defense Minister Karl-Theodor zu Guttenberg, a congressional delegation led by Senator John McCain and Senator Mark Udall, and 300 other leaders from around the world to assess events in 2011 and look ahead to 2012.</p>
<p>The last significant security conference of the year, attendees include informed leaders from the military, civilian government, business and academia from around the world. The Forum runs from Friday, November 18 through Sunday, November 20 at the Westin Nova Scotian.</p>

			<content:encoded><![CDATA[<p>WASHINGTON, November 7, 2011—Halifax International Security Forum announced today that U.S. Senators John McCain (R-AZ) and Mark Udall (D-CO) will join the Honourable Peter MacKay, Canada’s Minister of National Defence, and other thoughtful and engaged leaders who deal with defense and security issues at Halifax International Security Forum to be held November 18-20, 2011, in Halifax, Nova Scotia.</p>
<p>“This Forum is a testament to the importance of building new global partnerships, based on interests and values, to tackle the greatest challenges of our time. Now more than ever, the United States needs strong global partners, and the world needs steadfast, bipartisan U.S. leadership on foreign and defense policy. We are excited to once again lead a bipartisan congressional delegation to Halifax to take part in this important convening of foreign policy and defense leaders,” said McCain and Udall in a written statement released today.</p>
<p>Currently in its third year, Halifax is an event where informed and engaged leaders from around the world come together to learn from each other, share opinions, generate new ideas, and put them into action. This year, the Forum will tackle complex issues such as the Arab Spring, economic security, and smart security in the age of less. <em>Foreign Affairs</em> magazine is Halifax’s new and distinguished media partner, and the North Atlantic Treaty Organization (NATO) is a key sponsor of the event.</p>

			<content:encoded><![CDATA[<p>On October 11, Halifax International Security Forum announced that the Honorable Leon Panetta, U.S. Secretary of Defense, will join the Honourable Peter MacKay, Canada’s Minister of National Defence, and other thoughtful and engaged leaders who deal with defense and security issues at Halifax International Security Forum—to be held November 18-20, 2011 in Halifax, Nova Scotia.</p>
<p>“Halifax International Security Forum has quickly grown to become a key event on the international security calendar,” said Minister MacKay. “Secretary Panetta is joining an elite list of invitees to discuss the most pressing security issues in a unique and open forum.”</p>
<p>In its third year, Halifax is a dynamic and innovative event held in an informal, unscripted, discussion-based atmosphere. It is a place where informed leaders from around the world come together to learn from each other, share opinions, generate new ideas, and put them into action. <em>Foreign Affairs</em> magazine, Halifax International Security Forum’s new and distinguished media partner, strengthens that tradition.</p>
